More work on new bike trail approved

GOSHEN — An amendment to a contract with S & L Builders, Millersburg, was approved Monday by the Goshen Board of Public Works and Safety, to have S & L perform additional work on a bicycle/pedestrian path on West Washington Street near the Millrace Powerhouse project for $7,332.

The addition will be added to the brownfield remediation services contract with S & L, which was approved at $1,015,328 in January. The new contract total is set at not to exceed $1,022,660.

In other agreements, the board of works approved a plan to have MC Equipment, doing business at W.A. Jones, to install a truck body and crane on a city truck chassis to be used for sewer lift station work. The Jones bid was $31,985 and will be completed within 60 days.

Goshen employees will undergo health and safety classes provided by Ergo Resources Management, Inc., in March for a contracted fee of $3,775.

A contract was renewed with Merrill Brothers Inc. to haul biosolids from the wastewater treatment plant lagoon and apply on nearby farmland about two times each year. The rate was set at 2.45 cents per gallon plus a surcharge on fuel usage. The contract is through Dec. 31, 2014.

Goshen officials contracted with MapleTronics Computers Inc. to renew a contract to provide backup service for the city’s computer servers. Compensations is set at $500 for a setup fee and a monthly fee of $300.

The board of works also approved an updated sewer utility master plan for southeast Goshen, by Wightman Petrie, Inc., for a cost not to exceed $25,000. The study will include a look at the 12th Street lift station capacity, Dierdorff lift station replacement and sewer access for undeveloped land south of C.R. 38. The funding for the work will be $15,000 from the wastewater utility budget and $10,000 from the Redevelopment Commission.

The board also approved spending up to $300,000 for fabric covers and supporting framework at the wastewater treatment plant’s digester units. The outer covers and a new framework are recommended with an estimated price of up to $300,000 after a methane leak was recently discovered.

A plan to move a grease trap and install a second one at Constant Spring, 219 S. Main St., was approved after it was requested by Jason Oswald. He explained the business plans to use a portion of the building’s basement for food preparation.

Nate Butler, representing Downtown Goshen and the Goshen Theater, also received approval by the board to block the east-west alley south of the theater on Feb. 16 and 17 when the band “Lotus” will move a bus and trailer near the theater. The north-south alley behind the theater will remain open.

Morris and Sons Inc. also received permission to block parking spaces and the sidewalk at the 100 block of East Lincoln Avenue while roofing repairs are completed at Lake City Bank this week.

A final change order was approved for Niblock Excavating for work at the Indiana and Wilden avenues water main replacement this winter. The change order decreases the contract by $3,867, making the final contract $141,722.

The board also approved issuing a mechanical contractor license to David J. Juis of Herrman & Goetz, South Bend, and a new motor vehicle policy for city employees.
