Repair work continues on Goshen park pavilion

GOSHEN — There’s more work than expected needed to repair the Roger’s Park pavilion that was heavily damaged by arsonists last spring.

City Engineer Dustin Sailor reported to the Goshen Board of Public Works and Safety Monday that Zehr Construction had requested eight more days to complete the repair. That contract extension was due to the recent high winds from Hurricane Sandy delaying the work and also because three of the historic concrete columns holding up the pavilion roof need to be replaced due to the fire damage.

The board approved the extension and also added $8,800 to the contract for the columns, bringing the cost to $160,683.

Two Goshen men have been arrested as suspects in starting the fire. Jose J. Rangle, 18, of 631B Main St., and Nicholas A. Lynch, 20, 204 Mount Vernon, have been charged with felony counts of arson.

In other business, the board:

• Gave the owner of Tony’s Famous Grill, 103 N. Fifth St., permission to install a mechanical grease trap instead of a grease interceptor as required by city code. There is not enough room on the restaurant’s property to install the interceptor, according to Matt McBride, president of the restaurant corporation.

• Will allow Steve Martin, owner of Ignition Music, 120 E. Washington St., to block up to six parking spaces on East Washington Street to accommodate trailers for the Shovels & Rope concert on Saturday.

• Approved a right of way permit for Cook Drilling to install five groundwater monitoring wells around the exterior of the former Eagle Uniform plant at 117 W. Jefferson St. The wells will be in the city’s right of way and the company will provide a $5,000 bond for the work.

• Learned that the Dairy Farmers of America, 1110 S. Ninth St., will perform a dye test for its water discharge on Thursday. The non-toxic dye will be placed into the company’s water discharge. It is expected to be noticed by the public in the ditch that runs between College Avenue and Waverly Avenue parallel to the mill race for a short distance before emptying into the Elkhart River just south of the Rieth Interpretive Center.

• Approved the installation of new heat exchangers at the wastewater treatment plant. The board determined the cost of the installation will be covered by upgrades already made to the plant’s energy system.

• Agreed to purchase another portion of right of way along Monroe Street for a new bicycle/pedestrian trail from Madison Street to the Elkhart County 4-H Fairgrounds.

The city will pay 1721 Realty LLC $8,075 for the right of way.

• Ratified an agreement with LaCasa Inc. for an owner-occupied rehabilitation housing grant for $91,821 in federal funds.

• Contracted with American Fidelity Assurance Co. to manage the flexible spending account program for city workers. There is no cost for the contract.

• Renewed a contract with Elkhart Legal Aid Services to provide public defender services for $14,000 for 2013.

• Approved a contract with Five Star Roofing Systems Inc. to reroof the digester building at the wastewater plant for $7,100. If additional work is needed it will cost Goshen officials $4 per square foot.

• Granted Scott D. Arnold of L-A Electric, Fort Wayne, an electrical license after he passed the city exam.

• Held a brief public hearing on a building department order for property at 212 Crescent St. Jim and Debbie Stack are the owners and Jim Stack appeared and said he believes every repair requested by city officials has been made. The deadline for the repairs is Nov. 9. Stack is scheduled to meet with a city inspector yet this week to review the work that has been completed and any additional work required.

• The next Board of Public Works and Safety meeting has been rescheduled to Friday at 2 p.m. from Nov. 12.
