Before the weather turns hot, a cooling tower needs to be installed and implemented as part of the cooling system and chiller network at the Elkhart County Corrections Complex.
Matt Grubb, director of the Department of Buildings and Grounds for Elkhart County Government, said difficulties have been encountered in the operation of the cooling system and chiller.
The cooling tower needs to be acquired, installed and implemented by mid- to late spring in time for the hotter months, Grubb said.
A resolution declaring an emergency for work on the cooling system at the Corrections Complex was unanimously approved by the Elkhart County Board of Commissioners Tuesday.
According to County Administrator Tom Byers, there have been various methods used the last two years to try and find a solution to fix the problem and save money.
“Now it’s time to permanently take care of it. It will cost between $270,000 to $300,000 to put in a cooling tower,” Byers said.
In other action, commissioners approved a resolution to conduct a commissioners sale of tax sale certificates for properties that are delinquent in payment of property taxes.
“There are 446 parcels with a combined $5.7 million in back taxes of fees and penalties,” Byers said. “It will be done by online bidding in a similar manner the commissioners sale was done in 2010. The minimum bid price will be set for all properties at 10 percent of the back taxes and penalties owed on the properties.”
The date for the sale hasn’t been determined yet.
Under the planning and development items, Mark Hinds wants to request a rezoning for an insurance office on the vacant property on the south side of U.S. 33, west of C.R. 113 in Concord Township. After the commissioners opened the meeting for a public hearing on the matter, the request was approved after closing the public hearing.
In other business, the commissioners:
• Approved traffic control recommendations of a 15 ton weight limit on the bridge on C.R. 43, a half-mile south of U.S. 6, and a 13 ton weight limit on the bridge on C.R. 3, 0.2 miles south of C.R. 22.
• Approved a contract with the Humane Society for 2013.
• Approved a contract with Hahn Auction Co. to auction some county equipment. The fee for its service is zero, and their commission is the buyer’s premium of 10 percent, Byers said. The tentative date for the sale is March 5.
• Approved a communications agreement with Commercial Broadband Services.
• Appointed Randy Wilson as an alternate member for the Board of Zoning Appeals.
