City set to rebuild fire station

Goshen city officials will accept proposals for replacing the Central Fire Station this summer. The Goshen Board of Works Monday approved a plan to accept proposals for planning for a new central fire station at 209 N. Third Street. Mayor Allan Kauffman said the new station will be built at the same location. Last week the mayor announced that a grant from the Federal Emergency Management Administration may be available to help with the construction costs. There is a July deadline for that grant application. City officials set their deadline for proposals for noon July 10.

Pedestrian tunnel

The board also approved a contract for construction management by Wightman-Petrie for building the planned pedestrian tunnel under Plymouth Avenue near Shanklin Park. The agreement calls for the firm to be paid $136,000 (about 12 percent of the construction cost) on a time-and-material basis. Dustin Sailor, of the city engineering office, told the board that while the project had been planned with 80 percent federal funding, city officials have an opportunity to received 100 percent federal funding for this project if it is bid by September, 2009. The Goshen board also approved a joint application with the city of Elkhart to ask LaCasa to submit an application to the federal Department of Housing and Urban Development for a Neighborhood Stabilization Program grant. The funds would be used to address homes in foreclosure or in blighted neighborhoods. The agreement allows the application for the grant funds.

New adjutant

At the request of Police Chief Wade Branson, Detective Jose Miller was promoted to the adjutant position, in charge of training and grant applications. The promotion is retroactive to June 12. Also at the request of the police chief, traffic changes on streets at Larimer Greens and Black Squirrel Golf Course were approved for the evening of July 5, during the annual Celebrate America and fireworks program. Parking may also be restricted on streets to allow space for emergency vehicles to pass. Restrictions were also approved at the alley south of downtown@808 during the evening of July 3 to allow special First Friday events in the alley. Vehicle traffic will be blocked from 4 to 10 p.m., but pedestrian traffic will be allowed. The church organization will host a puppet show and magic show, explained Dianne Miller of the church. Bob Schrameyer, president of the Maplecrest Neighborhood Association, received permission to block Player Drive at noon on July 26 until 4 p.m. for the neighborhood block party. This is an annual request. A city electrical license was issued to Carlos Orellana Electric, 901 College Ave., after Orellana completed an electrical licensing test. Brads-Ko Engineering will be hired to survey property boundaries at Third and Jefferson streets as city officials complete a land swap with owners of the County Seat Cafe. The trade involves the sidewalk, which is on private property, and a parking lot, which is on city property. The surveying contract is not to exceed $1,305. A deed restriction for property at 1203 W. Wilden Ave. was endorsed by the board Monday, after it was approved by the city Board of Zoning Appeals in September, 2007. The restriction modifies a rule against any residential construction within 500 feet of a wastewater plant. The variance is cut to 35 feet, to allow both construction by property owner Victor Mojica and the city officials at the utility property south of Wilden Avenue. Mayor Kauffman announced that the monthly brush collection by the city street department is next week, the week of June 22. Brush should be placed at the curb along city streets before street crews complete the pickup. Questions may be directed to the office at 534-9711.
