Another phase of C.R. 17 corridor work came a step closer to completion Monday with the official closeout of C.R. 17 Phase 2A.
An announcement of the closeout was made during a meeting of the Elkhart County Board of Commissioners Monday morning, where Elkhart County Highway Manager Jeff Taylor submitted a final change order reduction of $49,600, officially signaling the project’s end.
While actual construction work on Phase 2A has been completed since mid-2011, Taylor noted that he was unable to officially deem the project closed until all paperwork was in, bills had been paid, and the final inspection results had been received by his office.
“That’s the final balance of the change order,” Taylor said, “where they go through line by line and tally up what we did use and what we didn’t use.”
Development of the C.R. 17 corridor has been underway for the past 10 years with the goal of constructing a direct north/south link to the I-80/90 Toll Road and the industrial areas on Goshen’s south side.
County Highway officials chose to divide the project into four phases. Phase 1 of the project — C.R. 18 to C.R. 28 — was completed in 2005, while Phase 2 — C.R. 28 to C.R. 38 — had to be divided into three individual phases due to time and funding issues.
Work on Phase 2A of the project, which involved the extension of C.R. 17 from C.R. 28 to C.R. 30, was completed last summer. Work on Phase 2B, which extended C.R. 17 from C.R. 30 to C.R. 32, was completed the year before.
Work on Phase 2C, the third and final phase of the project, began last spring and is currently slated for completion this fall. Phase 2C begins as a four-lane divided roadway at the overpass at C.R. 32 and will continue south, cutting across C.R. 36 before coming to an end at C.R. 38. Along its route, the new road will intersect Ind. 119 where a traffic light will be installed.
